Residency Management System

Starting from July 9th, 2012, Resident Cards are now issued at Narita, Haneda, Chubu and Kansai airports to those entering Japan with a mid- to long-term resident status. The Resident Card must be carried at all times, so be sure to take it with you whenever you go out.

The Alien Registration System is no longer being used. However, for a certain period, until a new Resident Card is issued, an Alien Registration Certificate will be deemed equivalent to a Resident Card for the purpose of residence notification or procedures at Regional Immigration Offices. It is not necessary to immediately exchange your Alien Registration Certificate for a Resident Card.

Procedures at Municipal Offices

Those who have received a Resident Card at a port of entry are asked to bring their Resident Card to the municipal office of the municipality in where they are to live, and notify the Ministry of Justice where they live within 14 days of finding a place in which to reside. Mid- to long-term residents who change their places of residence are asked to bring their Resident Cards to the municipal office of their new residences and notify the Ministry of Justice of the new residences within 14 days of moving to the new residences.

As for July 9, 2012, you do not have to report an extension of the period of stay or a change of status of residence to your municipal office.

Procedures at Regional Immigration Offices

If you change your name, date of birth, gender, or nationality / region, for instance due to marriage, be sure to notify the Ministry of Justice of the change at a Regional Immigration Office within 14 days of the change.

Notification concerning the organization to which the applicant or applicant’s spouse belongs

If international students leave the University of Tokyo or move to another organization, they have to notify the Ministry of Justice using the E-Notification System of the Immigration Bureau, visiting a Regional Immigration Office or sending a notification to the Tokyo Regional Immigration Bureau within 14 days of the change.
