Seventh Memorandum on Prevention measures against novel influenza A (H1N1)

Influenza countermeasures from September

As influenza remains widespread both within the University and around the country, there is risk of a further increase in infection rates with the start of examinations and lectures in September. Individuals should make preparations for the eventuality that they are infected, and if infected please contact the relevant department so that an accurate picture of the state of infection within the university can be maintained. If multiple cases of infection arise during extracurricular and other activities, organizers are requested to contact the Novel Influenza Taskforce.

Note

1. If you are diagnosed with novel influenza A:
(a) Please inform your faculty or department the date of infection (when you started feeling unwell or developed a temperature), your faculty, your name and any other information requested of you by telephone and without coming to campus.
(b) Individuals who were heavily exposed to infected persons (had close contact with an infected person from the day prior to the emergence of symptoms) should be contacted and advised to remain at home, avoid going out wherever possible, and to measure their temperature and wear a mask for the period of seven days during which influenza may develop.
(c) Please do not come to the university for two days after your temperature remains normal without the use of antipyretic (fever-reducing) medicine. For a period of seven days from the appearance of symptoms of fever, please do not go out unnecessarily.
2. If multiple cases of infection arise during extracurricular or other activities, the organizers are requested to inform the Novel Influenza Taskforce of the number of cases, and to consider cancelling the activity.
3. Individuals with underlying and chronic illnesses and pregnant women should consult with their doctor in advance and if feeling unwell should have an early medical examination and seek professional advice.
4. If you have been in close contact with a person who is then diagnosed as having influenza, and you think it is possible that you may have also been infected, please be sure to wear a mask, avoid going out whenever possible, and maintain a daily record of your body temperature for a period of seven days from the date of exposure.

Influenza countermeasures
Preparations in case you become infected
 Prepare masks and thermometer.
 Prepare at least one week's food and water in your home in case you are required to stay at home and avoid going out for an extended period.
 Make a list of the contact information and opening hours of health centers and clinics in your area.
 Have your health insurance card identification documents ready.
 Check university policy on the university website.

Daily advice
 Wash your hands and gargle regularly and maintain your general well being.
 Be careful of other people when sneezing or coughing, and use a tissue or handkerchief. Wash your hands immediately afterwards.
 Avoid large gatherings whenever possible.

If you feel unwell
 Avoid contact with other people.
 If you develop a temperature of over 37.5Ž, do not visit the university campus or attend any extracurricular activities while recuperating.
 When you visit a nearby health center or hospital, make an appointment by telephone in advance.
 When going out, make sure to wear a mask to reduce the risk of transmission to others.

If you are diagnosed with influenza: focus on recuperating and avoiding transmitting the illness to others.
 Try to avoid leaving your room and avoid contact with others.
 Inform your department or faculty.
 Individuals who were heavily exposed to infected persons (had close contact with an infected person from the day prior to the emergence of symptoms) should be contacted and advised to measure their temperature and wear a mask for the period of seven days during which influenza may develop. If you took part in a group or extracurricular activity in the period immediately before or during the emergence of symptoms, inform the organizer.

Group activities
 Organizers should be aware if there are any members of the group who are feeling unwell or who are absent due to influenza.
 If multiple cases of infection arise during extracurricular or other activities, the the organizers should contact the Division for Health Service Promotion, Health Service Center by telephone and to consider cancelling the activity (a suspension of the activity for a period of at least seven days is desirable).
 In the case of a group travel or camp, group members should strictly follow the following guidelines.
1. Always carry a thermometer and mask.
2. Do not join a camp or travel with a fever over 37.5Ž or if not feeling well.
3. Measure body temperature every day while travelling.
4. Carry health documents (or a copy) at all times.
5. If any member feels unwell or develops a fever, make sure they visit the nearest health center or clinic for an examination.
6. Maintain a contact list and designate a person responsible for liaison. As it is possible the liaison officer might develop influenza, designate several replacements.
7. If a member of the group is diagnosed with influenza, follow medical advice and pay attention to the following points.
 Make sure to wear a mask and if possible return home.
 If it is not possible to return home, follow medical advice and continue the camp or travel while recuperating until symptoms ease. In this case, have any infected individuals stay in a separate room to the rest of the group.
 Wear a mask, cover your mouth when coughing, wash hands regularly and be careful not to pass the virus on to others. Take particular care if there are elderly or infants in the group.
8. In the event that several individuals are infected, follow local medical advice and have the liaison officer report the status of all those infected to the university health service center.
