Although the central theme of this book is Public Records and Archives Management Act, the book also provides a detailed commentary on the developments leading up to its establishment. Specifically, Chapter 1 outlines previous laws and regulations related to public records management and, after describing trends in public records management in other countries, describes the history of discourse on the legal framework for public records management in Japan and discusses the significance of the establishment of the Public Records and Archives Management Act while providing a general outline and pointing out problematic points of the Act. It also discusses the “Guidelines for Administrative Records Management.” As the rules regarding management of administrative records established by the directors of administrative bodies conform to the “Guidelines for Administrative Records Management,” understanding of these guidelines is essential for understanding regulations on administrative document management. The “Guidelines for Administrative Records Management” has been revised several times. This book explains the content up to the third edition. The book is written so that the reader, after reading Chapter 1, will have acquired a basic understanding of the Act. Chapter 2 provides an outline of the final report by the Experts Committee on Public Records Management, which became the basis for the Draft Bill on Public Records and Archive Management that was submitted to the cabinet. Understanding this report is important for understanding the Act. Furthermore, the book carefully explains each revision introduced during deliberation of the bill in the National Diet. In Chapter 3, which comprises commentary on the Public Records and Archives Management Act, an effort is made to provide as much detail as possible, with individuals whose work involves public records management in mind. Chapter 4 discusses the revision of related laws such as the National Archives Act that was revised under the Supplementary Provisions of the Public Records and Archives Management Act. Chapter 5 deals with challenges faced by local governments subject to the provisions of the Public Records and Archives Management Act, primarily with the workers of local governments in mind. A prominent feature of this book is the detailed explanation of rules and regulations established by local governments regarding public records. The book provides detailed explanations of regulations on public records adopted prior to establishment of the Act in Uto City in Kumamoto Prefecture, Niseko Town in Hokkaido, and Osaka City as well as regulations adopted subsequent to the Act. After discussing the characteristics of these regulations, the book also discusses, in concrete terms, points to be considered when local governments establish regulations regarding public records.
