Childcare support for use of babysitting services

Starting from FY2023, a limit will be placed on the number of discount coupons an employer can apply for at one time.

◆Once 80% of the discount coupons applied for at the University are in "used" status, additional discount coupons can be purchased.
For this reason, we will accept applications for discount coupons on a weekly basis this fiscal year, and any unused discount coupons will be collected after the scheduled usage period. We will not take into account circumstances such as retroactive use or processing of a batch of tickets at a later date. Please make sure to submit the discount coupon to the babysitter company on the date of use to ensure that it has been used.

1.The in-home babysitting service (for regular use)

Eligible users	UTokyo faculty and staff members (including part-timers) *Users are limited to those who are participants of UTokyo’ s mutual aid association or another social insurance program. *It is necessary that the user has difficulty working without using the service due to the partner’s work, sickness and medical treatment, job-seeking activity, school attendance, job training, or for any other reason involving a single parent family.
Age of eligible children	0 year old to the 3rd grader (or to the 6th grader if the user fulfills the requirements for the need of childcare for healthy development) (or only preschool children if the user uses the coupon for return to work)
Amount of discount	2 coupons (2,200 yen x 2) for one child per day (use)
Service providers qualified  to handle the coupon	Babysitting service providers are limited to those designated by All Japan Childcare Services Association as qualified to handle the coupon (which can be found by opening a new window).
Cautions for use	- The coupon should be used only for childcare service at the user’s home or for sending and picking up the child from their nursery or the like. (It should not be used for childcare service in any place other than the user’s home including a baby room.) - Up to two coupons can be used for one child per day (use), and up to 24 coupons per month, or 280 coupons per year, for one family. *Up to four coupons can be used within a single academic year for users who are on maternity or childcare leave, and who wish to use the service for return to work. (For more details, please contact us) - The coupon can be used for a service for which a sum worth 2,200 yen x the number of coupons or more is charged per use. (However, this does not include fees associated with provision of the service, such as transportation, meeting, cancellation and insurance fees.) Any sum exceeding the maximum amount of the subsidy should be borne by the user. - The coupon is valid through March 31, 2024.

2.The in-home babysitting service (for multiple-birth children)

Eligible users	UTokyo faculty and staff members (including part-timers) *Users are limited to those who are participants of a mutual aid association or UTokyo’s social insurance program. *It is necessary that the user has difficulty working without using the service due to the partner’s work, sickness and medical treatment, job-seeking activity, school attendance, job training, or for any other reason involving a single parent family.
Eligible children	0 years old to preschool age multiple-birth children
Amount of discount	9,000 yen for one family per day (or 18,000 yen for a family with three or more multiple-birth children of preschool age)
Service providers qualified  to handle the coupon	Babysitting service providers are limited to those designated by All Japan Childcare Services Association as qualified to handle the coupon.
Cautions for use	- The coupon should be used only for childcare service at the user’s home or for sending and picking up the child from their nursery or the like. (It should not be used for childcare service in any place other than the user’s home including a baby room.) - One family can use only one coupon per day (use), or up to two coupons per year. - The coupon may not be used together with any other coupon issued by All Japan Childcare Services Association on the same day. - The coupon (for multiple-birth children) can be used for services with a fee of 2,200 yen or more per day (use) (However, this does not include fees associated with provision of the service, such as transportation, meeting, cancellation and insurance fees). Any sum exceeding the maximum amount of the subsidy should be borne by the user.

User registration for AY2023

If you wish to use the babysitting services, please read the overview section, and submit the user registration application form.

You need to sign a service use agreement in advance with a babysitting service provider selected from among those qualified to handle the coupon.
Then, have required documents ready. *The application process involves uploading of the documents in electronic form. Please have certificates and other required documents scanned in PDF or image files and keep them at hand.

[1] A copy of the service use agreement (application form) with the babysitting service provider
*Make sure that the copy clearly specifies:
- the babysitting service provider’s address, name, and the name of the representative
- the user’s address and name
- details of the service and the fee schedule
- immunity reasons for the babysitting service provider in case of an accident
- Other matters required for use of the service

[2] Certification documents concerning your spouse (which may be written in an optional form and should be submitted as required)
- A certificate of employment (which may be written in an optional form, but should include working hours and days)

Your application data will not be saved before completion. Please plan extra time for accessing the page to enter the application format. It takes about 10 minutes to complete the application process.

Before applying for discount coupons, you need to register yourself as a user. Please read the information in the overview section above and apply for registration using the user registration form set out in the user registration section.

*The outstanding coupons can be used during the period to March 31, 2024. Please understand in advance that they cannot be used retroactively for any period prior to the one indicated above.


[Cautions upon application]
When applying, you need to sign in with “the common 10-digit ID@utac.u-tokyo.ac.jp” and the password for the UTokyo Account.  *If you have signed in with another account, please sign out before accessing the site.
Applications should be made each month. Apply for the number of coupons you intend to use for the month. (One family may use a maximum of 24 regular coupons.)
There is an upper limit on the use of coupons. If you have many coupons left unused, you may not have the desired number of coupons issued. Please understand in advance.
If you use coupons for return to work, you may use up to four coupons in a single academic year (applicable to children of preschool age. *Note that eligible children are different from those for regular use).
Up to two coupons for multiple-birth children can be used in a single academic year (or up to four coupons if you have a special reason). For more details, please contact us.
For coupons for multiple-birth children, we ask service providers to issue them after receiving requests from users. Please inform us about one month prior to your planned use.

Coupons are purchased with the university’s budget. Make sure to apply for the number of coupons you are certain to use. (Coupons may not be carried over to the following academic year.)

Handling of the income tax
In fiscal 2021, central and local government child-raising subsidies principally for childcare services (including subsidies for babysitting service fees) were exempted from the income and individual inhabitant taxes from the perspective of supporting child-rearing.
