第132回STIG PoPセミナー「Facilitating Data-Driven Innovation for Sustainability: An Exploration of Data Governance and Impacts in Smart Cities」

概要：Data is increasingly considered to be a key component in stimulating innovation to tackle sustainability challenges. Emerging data-intensive technologies, including the Internet of Things (IoT), artificial intelligence (AI), and blockchain, have opened promising opportunities for addressing climate change and the circular economy. Little empirical research, however, has been done to examine what kinds of data governance have been introduced and how they affect innovative activities in smart cities. In this seminar, we discuss various approaches to implementing data governance and their impacts on creating innovation in smart cities. In particular, we examine what kinds of data are available and accessible, how these data are managed through collaboration between government and stakeholders, and how the mode of data collaboration influences their innovative efforts in smart cities in Japan and China. Policy implications are explored for establishing data governance that will facilitate innovation to address sustainability issues while addressing societal concerns about data security and privacy.

登壇者の略歴：Masaru YARIME is an Associate Professor in the Division of Public Policy and the Division of Environment and Sustainability and the Director of the MPhil and Ph.D. Programs in Public Policy at the Hong Kong University of Science and Technology. He also has appointments as Visiting Associate Professor at the Graduate School of Public Policy at the University of Tokyo and Honorary Associate Professor at the Department of Science, Technology, Engineering and Public Policy at University College London. His research interest centers around science, technology, and innovation policy for energy, environment, and sustainability, particularly exploring data-driven innovation, including artificial intelligence, the Internet of Things, and smart cities, to address sustainability challenges and implications for public policy and institutional development. He serves on the editorial board of academic journals, including Sustainability Science, Environmental Science and Policy, Environmental Innovation and Societal Transitions, Frontiers in Sustainable Cities – Innovation and Governance, and Data & Policy. He received his BEng in Chemical Engineering from the University of Tokyo, M.S. in Chemical Engineering from the California Institute of Technology, and Ph.D. in Economics and Policy Studies of Innovation and Technological Change from Maastricht University in the Netherlands.
