【講演概要】
To stimulate digital innovation, including information and telecommunication technologies, semiconductors, and artificial intelligence, China has introduced various policies and institutional arrangements. It has not been well examined, however, what kinds of policies and regulations have been deployed by the central and local governments and how they have affected innovative activities and technological progress at companies. In this seminar, we discuss the recent development of public policies and their effects on innovation in China. In particular, we examine cases of digital innovation in cities such as Shenzhen and the effects of policy measures and instruments. We also look at the impact of the United States’ trade policies on innovation in China. Policy implications are explored for facilitating digital innovation while addressing societal concerns about security and sustainability.

【講演者について】 Masaru YARIME is an Associate Professor in the Division of Public Policy and the Division of Environment and Sustainability and the Director of the MPhil and Ph.D. Programs in Public Policy at the Hong Kong University of Science and Technology. He also has appointments as a Visiting Associate Professor at the Graduate School of Public Policy at the University of Tokyo and an Honorary Associate Professor at the Department of Science, Technology, Engineering, and Public Policy at University College London. His research interest centers around science, technology, and innovation policy for energy, environment, and sustainability, particularly exploring data-driven innovation, including artificial intelligence, the Internet of things, and smart cities, to address sustainability challenges and implications for public policy and institutional development. He serves on the editorial board of academic journals, including Sustainability Science, Environmental Science and Policy, Environmental Innovation and Societal Transitions, Frontiers in Sustainable Cities – Innovation and Governance, and Data & Policy. He received his BEng in Chemical Engineering from the University of Tokyo, M.S. in Chemical Engineering from the California Institute of Technology, and Ph.D. in Economics and Policy Studies of Innovation and Technological Change from Maastricht University in the Netherlands.
