【報告要旨】
PM Abe has declared constitutional amendment to be one of his top priorities, but it is not clear whether the public shares his commitment. Newspaper surveys have produced inconsistent results, suggesting the need for a more rigorous analysis of public opinion. In this presentation, I discuss the results of two online survey experiments that test the relative salience of constitutional principles versus partisanship on preference formation.
In one survey, we conduct a conjoint analysis to examine what people perceive to be "ideal" constitutions. In the other, we test the effects of changing the "proposer" of constitutional amendments. We find that respondents systematically value human rights over institutional or symbolic features of constitutions, and that partisan framing has particularly strong effects on the preferences of nonpartisan voters.
