国連の「持続可能な開発目標 (Sustainable Development Goals: SDGs)」(2015年) を受け、持続可能な都市づくりの野心的な取り組み方針を提示するものに、第3回国連人間居住会議で採択され、その後、国連総会で承認された「ニュー・アーバン・アジェンダ (New Urban Agenda)」(2016年) がある。本書はそのアジェンダの実現に向け、成熟した経済と高齢化する社会を有する日本とドイツがどのように貢献できるかについて、名古屋大学大学院環境学研究科、ライプニッツ生態都市・地域開発研究所、ドレスデン工科大学の研究者が集結して議論した国際会議の内容をまとめたものである。現在、本学工学系研究科都市工学専攻に在籍する廣井悠准教授と筆者も、名古屋大学に在籍していたことがあり、この国際会議と出版に参加している。
参加者の専門は、建築、土木、都市計画、緑地計画、環境工学、防災・減災と幅広く、日本やドイツが成熟時代の社会変化に応答しながら持続可能でレジリエントな都市を形成していくためには、これまで個々に発展してきた学問体系を超えて、都市の物的環境を扱う多様な分野の連携や融合が必要であることを示唆している。本書は、大きくは、「ランドスケープの変化とマネジメント」、「気候変動と都市の緑」、「市街地における環境リスク」、「居住構造の効率」、「都市のエネルギーのコンセプト」、「将来に向けたプランニングの挑戦」という6つの部で構成され、合計21の論文を収録している。
筆者は、都市計画の専門家として、地域まちづくりの取り組みから日本の都市計画の概念枠組みを再検討する必要性と方向性を論じている。想定していなかった人口減少、都市の中心部や郊外の空洞化、災害リスクを踏まえた人口の移動といった不確実性の高い状況において、都市を構成する地域毎に現実的な将来像とそれを実現する手段を検討しながら、都市全体が成立するように調整するプランニングの姿を描いたもので、その後の筆者の研究・実践の重要な概念枠組みになっている。こうした枠組みを導いてくれたのは、担当章の中で紹介している藤巻町 (名古屋市名東区) や錦二丁目 (名古屋市中区) における地域まちづくりの実践や名古屋都市圏の減災まちづくりビジョンの策定であり、都市計画分野の研究 (概念枠組みの構築) が都市計画・まちづくりの実践と密接に結びついていることも示している。
