To Make the University Campus a Safe Place to Conduct Research and Educational Activities
– Request to Take More Thorough Measures to Prevent the Spread of COVID-19 –

All UTokyo students, faculty and staff,

COVID-19 infections are spreading again all over the country. It is natural that students, faculty and staff are living in a state of constant anxiety.

The University of Tokyo recognizes that the novel coronavirus will affect people’s lives for a long time to come, and has decided to offer a new model for conducting research and educational activities while strengthening measures to prevent the spread of COVID-19 infection. As a first step, the university requested that directors of all departments take thorough measures to prevent the spread of infection as of July 2, and lowered the activity restrictions index from level 1 to 0.5 on July 13.

As a second step, the University set a new guideline named “Guideline for Strengthening COVID-19 Infection Control Measures” as of July 20. It is important for all UTokyo members to have a strong sense of ethics, share the idea of preventing infection spread from the University of Tokyo, and take necessary actions together.

For this purpose, the university will take the following measures.

  1. The university prepared e-learning materials on the novel coronavirus so that all students, faculty and staff can take actions while utilizing accurate information. These materials will be available from August 1, 2020. All UTokyo members are requested to complete the materials by the end of August, 2020.

  2. All students, faculty and staff are requested to monitor their body temperature and physical condition using the Health Management Report Form starting from today (July 27, 2020). Specifically, each day you come to the campus, you are required to report your body temperature and physical condition by filling out the online form. After the university confirms that you do not have any symptoms, you will be allowed to enter the campus. The university also asks guests to monitor their physical condition when they come to the campus.

  3. In order to promptly identify and quarantine close contacts if an infection occurs on campus, all students, faculty and staff are requested to record their activities on campus, following directions from their department. In addition, installation of the Ministry of Health, Labour and Welfare’s COVID-19 Contact Confirming Application (COCOA) is also recommended.

  4. The university will survey and improve the ventilation capacity of each room on campus, and monitor population density and infection risk. If necessary, the university will provide an alert to each department.

  5. If by any chance you are worried that you might have been infected, consult the Health Service Center in Hongo, Komaba, and Kashiwa. The university will increase the Health Service Center’s capacity for PCR testing.

As stated, it is possible to reduce infection risk on campus both through each member’s actions and implementation of university-wide measures. Cooperation from all students, faculty and staff is essential. Although you may feel yourself becoming relaxed during the summer holidays, please refrain from attending drinking parties and banquets regardless of their scale. Again, the university asks that all members lead a cautious life, practicing this new lifestyle while the novel coronavirus remains a threat.
