東京大学無線ネットワークシステム（UTokyo WiFi）利用規程
（趣旨）
第1条 本規程は、東京大学（以下「本学」という。）における東京大学無線ネットワークシステム（以下「UTokyo WiFi」という。）の円滑な利用及び情報セキュリティの確保等について必要な事項を定めるものとする。
（利用目的）
第2条 UTokyo WiFiの利用目的は、次に掲げるとおりとする。
（1）本学の教育・研究活動その他の国立大学法人法（平成15年法律第112号）に基づき本学が行う業務のため
（2）その他最高情報責任者（以下「CIO」という。）が特に認めた目的のため
（利用者の資格）
第3条 UTokyo WiFiを利用できる者は、UTokyo Accountを有する本学の構成員とする。
（利用の申請）
第4条 UTokyo WiFiの利用申請をする者は、本規程について合意の上で、申請を行わなければならない。
（アカウントの管理）
第5条 UTokyo WiFiアカウント（以下「アカウント」という。）は、申請者本人のみ利用できるものとする。
2 UTokyo WiFiを利用する者（以下「利用者」という。）は、アカウントを第三者に貸与又は譲渡してはならない。
3 利用者は、アカウントを盗用されないよう適正に管理しなければならない。盗用の疑いがある場合は新規アカウントの発行を申請し、既存のアカウントを無効にしなければならない。
（利用者の遵守すべき事項）
第6条 利用者は、東京大学情報倫理規則、東京大学情報倫理運用規程及び「情報倫理・コンピュータ利用ガイドライン」（東京大学情報システム部、東京大学情報システム緊急対応チーム発行）を遵守しなければならない。
2. 利用者は、「東京大学情報セキュリティ・ポリシー」を遵守しなければならない。
3. 利用者は、本学の指定する情報セキュリティ教育を受講しなければならない。
4. 利用者は、UTokyo WiFiの運用及び管理を行う者による、運用及び管理上必要な指示に従わなければならない。
（通信利用の制限等）
第 7 条 利用者は、東京大学無線ネットワークシステム（UTokyo WiFi）運用規程第 4 条および第 5 条で定める管理者によって、情報セキュリティ確保と UTokyo WiFi の運用管理を目的とした通信監視と通信ログの保存が行われることに同意するものとする。
2 利用者は、CIO が不適切と判断するサイト等へのアクセスが制限（フィルタリング等）されることに同意するものとする。
3 利用者は、CIO が大学の管理運営上必要と認める範囲内で、個人を特定されない形式で、通信量や利用場所、利用時間などの情報を収集すること、および、それらを統計的に処理して公開することに同意するものとする。
（禁止事項）
第8条 利用者は、UTokyo WiFi を利用するにあたり、次の各号に掲げる行為を行ってはならない。
（1）第2条各号に定める利用目的に反する行為
（2）第5条及び第6条の規程に反する行為
（3）第三者又は本学に不利益もしくは損害を与える行為、又は与えるおそれのある行為
（4）公序良俗に反する行為、又は公序良俗に反する情報を第三者に提供する行為
（5）UTokyo WiFi の運営を妨げる行為
（6）その他法令に反し、又は反するおそれのある行為
（7）その他CIOが不適切と判断した行為
（アカウントの停止）
第9条 CIOは、次の各号のいずれかに該当した場合、当該アカウントを停止することができる。
（1）利用者が前条各号に規定する行為を行った場合
（2）利用者が情報セキュリティ事案又は情報倫理案件（以下「インシデント」という。）に関係した場合
（3）その他CIOが必要と判断した場合
2 緊急の場合は、CIOは利用者に事前の通告をすることなく、アカウントを停止することができる。
（アカウントの再開）
第10条 前条によりアカウント停止の措置を受けた利用者が、次のいずれかに該当した場合は、CIOは当該アカウントを再開することができる。
（1）前条第1項第1号により停止中のアカウントにおいては、該当する状況が解消されたとき。
（2）前条第1項第2号により停止中のアカウントにおいては、発生したインシデントに対する処置内容及び再発防止策に対する報告を当該利用者から受け、その処置内容と再発防止策が適切であるとき。
（3）その他CIOが停止中のアカウントについて再開が必要と判断したとき。
（アカウントの廃止）
第11条 利用者が本規程に反した行為を行った場合には、CIOは当該利用者のアカウントを廃止することができる。
2 利用者がUTokyo Accountを有する本学の構成員でなくなった場合には、CIOは当該利用者のアカウントを廃止する。
（補則）
第12条 この規程に定めるもののほか、UTokyo WiFiの円滑な利用及び情報セキュリティの確保等について必要な事項は、CIOが別に定める。
附 則
この規程は、平成31年4月1日から施行する。

（趣旨）
第1条 本規程は、東京大学（以下「本学」という。）における東京大学無線ネットワークシステム(以下「UTokyo WiFi」という。)の運用及び管理並びに情報セキュリティの確保等について必要な事項を定めるものとする。
（UTokyo WiFi の構成）
第2条 UTokyo WiFi は、基幹システム及び連携システムから構成される。
2 基幹システムは、UTokyo WiFi 認証システム、無線 LAN コントローラ（以下「基幹コントローラ」という。）及び基幹コントローラで管理する無線 LAN アクセスポイントから構成される。
3 連携システムは、部局が設置した無線 LAN コントローラ（以下「部局コントローラ」という）及び部局コントローラで管理する無線 LAN アクセスポイントから構成され、基幹システムと連携して運用する。
（運用管理）
第3条 UTokyo WiFi の運用及び管理は、次の各号に定めるところにより行うものとする。
（1） 最高情報責任者（以下「CIO」という。）は、UTokyo WiFi 全体に関する運用及び管理を統括し、基幹システムの運用及び管理を行う。
（2） 連携システムを設置した部局は、当該連携システムの運用及び管理を行う。
（UTokyo WiFi タスクフォース）
第4条 CIO は、基幹システムの運用・管理及びこれに資する企画立案・連絡調整等を行うため、UTokyo WiFi タスクフォースを設置する。
2 構成員は、次の各号に掲げる者で構成し、CIO が委嘱する。
（1） 情報基盤センターの構成員 若干名
（2） 情報システム本部の構成員 若干名
（3） 本部情報システム部の構成員 若干名
（4） その他、CIO が必要であると認める者 若干名
3 構成員の任期は、1 年とする。ただし、再任は妨げない。
4 構成員が任期途中で交代した場合の後任者の任期は、前任者の残任期間とする。
（部局管理者等）
第5条 連携システムを設置する部局に、連携システムの運用及び管理を統括するため、部局管理者を置く。
2 部局管理者は、当該部局の長をもって充てる。
3 部局管理者を補佐するため、部局管理者が指名する部局担当者を置く。
4 複数部局により一体として運用する地区においては、関係部局の協議により、当該地区共通の部局担当者を置くことができる。
5 部局管理者は、部局担当者を指名したときは、速やかに CIO に届け出なければならない。
（インシデントへの対応）
第6条 UTokyo WiFi 及び利用者端末において情報セキュリティ事案が発生した場合、UTokyo WiFi タスクフォースが、東京大学情報システム緊急対応チーム(UTokyo-CERT)規則第3条により最高情報セキュリティ責任者（CISO）の下に置かれる UTokyo-CERT、及び当該利用者の所属する部局に置かれる情報システム緊急対応チーム（部局 CERT）と連携して、原因究明及び再発防止策を実施する。
2 UTokyo WiFi 及び利用者端末において情報倫理案件が発生した場合には、UTokyoWiFi タスクフォースは東京大学情報倫理規則第 7 条により設置する情報倫理通報窓口に報告する。
（補則）
第7条 この規程に定めるもののほか、UTokyo WiFi の運用及び管理並びに情報セキュリティの確保等について必要な事項は、CIO が別に定める。
附 則
この規程は、平成 31 年 4 月 1 日から施行する。

Operation regulation for the University of Tokyo Wireless Network System (UTokyo WiFi) (This is a translation of the original)
(Purpose)
Article 1 This regulation shall provide for necessary matters regarding the operation and management of the University of Tokyo's wireless network system (hereinafter referred to as "UTokyo WiFi") and the maintenance of information security.
(Configuration of UTokyo WiFi)
Article 2 UTokyo WiFi shall consist of the core system and the linked system.
2. The core system shall consist of the UTokyo WiFi authentication system, a wireless LAN controller (hereinafter referred to as "Core Controller"), and wireless LAN access points managed by the Core Controller.
3. The federated system consists of a wireless LAN controller installed by a department (hereinafter referred to as "departmental controller") and a wireless LAN access point managed by the departmental controller, and is operated in conjunction with the core system.
(Operation Management)
Article 3 The operation and management of UTokyo WiFi shall be conducted in accordance with the following
1. The Chief Information Officer (hereinafter referred to as the "CIO") shall oversee the operation and management of UTokyo WiFi as a whole, and shall operate and manage the core system.
2. The department that has set up the federated system shall operate and manage the federated system.
(UTokyo WiFi Task Force)
Article 4 CIO shall establish the UTokyo WiFi Task Force in order to operate and manage the core system, and to plan, liaise and coordinate and otherwise contribute to the operation and management of the core system.
2. The members shall be composed of the persons listed in the following items and appointed by the CIO.
(1) Some members of the Information Technology Center
(2) Some members of the Division for Information and Communication Systems
(3) Some members of the Headquarters Information Systems
(4) Any other persons deemed necessary by the CIO
3. The term of office for the members shall be one year. However, reappointment shall not be precluded.
4. In the event that a member is replaced during their term of office, the term of office of the successor shall be the remaining term of office of their predecessor.
(Departmental administrators, etc.)
A departmental administrator shall be appointed in the department where the coordination system is established to oversee the operation and management of the coordination system.
2. A department administrator shall be the head of the department concerned.
3. A person in charge of a department, who is designated by the department administrator, shall be appointed to assist the department administrator.
4. In a district where multiple departments operate as a unit, a common person in charge of the department may be appointed by consultation among the departments concerned.
5. The departmental administrator, upon the appointment of the departmental personnel, must promptly notify the CIO of the appointment.
(Response to Incidents)
Article 6 In the event of an information security incident at UTokyo WiFi or a user terminal, the UTokyo WiFi Task Force will be placed under the control of the Chief Information Security Officer (CISO) in accordance with Article 3 of the University of Tokyo Information Systems Emergency Response Team (UTokyo-CERT) Regulations. The UTokyoWiFi Task Force will investigate the cause of the incident and implement measures to prevent reoccurrence in cooperation with UTokyo-CERT and the Information System Emergency Response Team (Departmental CERT) established in the department to which the user belongs.
2. In the event that an information ethics incident occurs at UTokyo WiFi or a user terminal, the UTokyoWiFi Task Force shall report to the Information Ethics Reporting Desk established in accordance with Article 7 of the University of Tokyo's Information Ethics Regulations.
(Supplementary Provisions)
Article 7 In addition to what is provided for in these rules, matters necessary for the operation and management of UTokyo WiFi and for ensuring information security, etc. shall be determined separately by the CIO.
Supplementary Provisions
These rules shall take effect on April 1, 2019.

These rules shall come into force on May 25, 2024, but shall be effective from April 1, 2024.

Information Strategy Committee
- (Effect)
This Regulation is defined for the appropriate use of the University of Tokyo Wireless Network (hereinafter referred to as "UTokyo WiFi") as well as ensuring the integrity of information security. - (Purpose of Use)
- UTokyo WiFi shall be available for the purpose of educational and research activities in the University and for work based on the National University Corporation Act (Act No. 112 of 2003).
- For purposes specifically acknowledged by Chief Information Officer (hereinafter referred to as "CIO").
- (Qualification of Users)
All University members with UTokyo Account shall be eligible to use UTokyo WiFi. - (Application for Use)
Members must apply to use UTokyo WiFi after agreeing to the terms of use specified in this regulation. - (Account Management)
- UTokyo WiFi Account (hereinafter referred to as "Account") applies solely to the applicant themselves.
- A person using UTokyo WiFi (hereinafter referred to as "user") shall not lend or transfer the Account to another person.
- Users must manage the Account appropriately to ensure that it shall not be stolen. When theft of the Account is suspected, users shall apply for a new account and deactivate the existing account immediately.
- (Matters of Compliance for Users)
- Users shall comply with the information ethics rules, Information Ethics Management Regulations and the “Information Ethics Computer Usage Guidelines” (Information System Department, The University of Tokyo).
- Users shall comply with the “University Information Security Policy”.
- Users are required to take the “Information Security Education” each year.
- Users are required to obey the instructions necessary for the operation and management of the UTokyo WiFi.
- (Restrictions on Communication)
- Users shall agree that the University of Tokyo Wireless Network System(UTokyo WiFi) is monitored and the communication logs are recorded bythe administrators defined "in Article 4 and Article 5 of the University of Tokyo Wireless Network System Operation Regulations" to ensure information security and manage UTokyo WiFi.
- Users shall agree to the restriction of the access (e.g. filtering) to sites judged by the CIO as inappropriate.
- Users shall agree that the information such as traffic volume, location, and time of use are collected in a non-personally identifiable format with the permission of the CIO for the administration of the university and that such information is statistically processed and made available to the public.
- (Prohibited Matter)
User shall not perform the actions listed in the following items when using the UTokyo WiFi,- Actions contrary to the purpose of use prescribed in each item of Article 2.
- Actions contrary to the provisions of Articles 5 and 6.
- Actions giving disadvantage or damage to other persons or to the University.
- Actions contrary to public order and morals, or providing information to a third party.
- Actions hindering the operation of UTokyo WiFi
- Actions against the law
- Actions judged by the CIO as inappropriate
- (Suspension of Accounts)
CIO may suspend an Account if any of the following items are found to have taken place.- When users perform actions specified in any of the items of the preceding Article.
- When users are involved in information security cases or information ethics matters (hereinafter referred to as "incidents").
- Any other reasons deemed necessary by the CIO
If deemed urgent, the CIO may suspend an account without having informed the user in advance.
- (Resumption of Accounts) The CIO may resume any Accounts suspended according to the preceding article, if any of the following items apply to the user of the suspended Account.
- Any Accounts suspended based on Item 1 of the preceding article, the account may be reinstated once the applicable situation is resolved.
- For Accounts suspended due to Item 2 of the preceding article, the Account may be reinstated once the user issues a report concerning the actions taken to solve the incident and the measures taken to prevent reoccurrence and that the contents of the actions and measures for preventing reoccurrence are deemed appropriate.
- If the CIO deems reinstating the Account as necessary.
- (Terminating Accounts)
The CIO has the right to terminate an Account in the event a user conducts actions contrary to these regulations.
The CIO shall terminate an Account if the user is no longer a member of the University. - (Supplementary provision)
In addition to defined in these regulations, necessary matters concerning the appropriate use of UTokyo WiFi and the ensuring of information security shall be determined separately by the CIO.
Supplementary Provisions
This regulation shall come into force from April 1, 2019.

1. The Chief Information Officer (hereinafter referred to as the "CIO") shall oversee the operation and management of UTokyo WiFi as a whole, and shall operate and manage the core system.
2. The department that has set up the federated system shall operate and manage the federated system.
(UTokyo WiFi Task Force)
Article 4 CIO shall establish the UTokyo WiFi Task Force in order to operate and manage the core system, and to plan, liaise and coordinate and otherwise contribute to the operation and management of the core system.
2. The members shall be composed of the persons listed in the following items and appointed by the CIO.
(1) Some members of the Information Technology Center
(2) Some members of the Division for Information and Communication Systems
(3) Some members of the Headquarters Information Systems
(4) Any other persons deemed necessary by the CIO
3. The term of office for the members shall be one year. However, reappointment shall not be precluded.
4. In the event that a member is replaced during their term of office, the term of office of the successor shall be the remaining term of office of their predecessor.
(Departmental administrators, etc.)
A departmental administrator shall be appointed in the department where the coordination system is established to oversee the operation and management of the coordination system.
2. A department administrator shall be the head of the department concerned.
3. A person in charge of a department, who is designated by the department administrator, shall be appointed to assist the department administrator.
4. In a district where multiple departments operate as a unit, a common person in charge of the department may be appointed by consultation among the departments concerned.
5. The departmental administrator, upon the appointment of the departmental personnel, must promptly notify the CIO of the appointment.
(Response to Incidents)
Article 6 In the event of an information security incident at UTokyo WiFi or a user terminal, the UTokyo WiFi Task Force will be placed under the control of the Chief Information Security Officer (CISO) in accordance with Article 3 of the University of Tokyo Information Systems Emergency Response Team (UTokyo-CERT) Regulations. The UTokyoWiFi Task Force will investigate the cause of the incident and implement measures to prevent reoccurrence in cooperation with UTokyo-CERT and the Information System Emergency Response Team (Departmental CERT) established in the department to which the user belongs.
2. In the event that an information ethics incident occurs at UTokyo WiFi or a user terminal, the UTokyoWiFi Task Force shall report to the Information Ethics Reporting Desk established in accordance with Article 7 of the University of Tokyo's Information Ethics Regulations.
(Supplementary Provisions)
Article 7 In addition to what is provided for in these rules, matters necessary for the operation and management of UTokyo WiFi and for ensuring information security, etc. shall be determined separately by the CIO.
Supplementary Provisions
These rules shall take effect on April 1, 2019.

These rules shall come into force on May 25, 2024, but shall be effective from April 1, 2024.
