Checklist of necessary procedures before leaving Japan

Things to do at the University

Verify the necessary procedures you must follow before leaving with the Graduate School/Faculty you belong to and other related offices.

・If necessary,apply for an official transcript, certificate of graduation, etc.
・Return the book(s) you borrowed at a library.
・Return your Univ. Co-op card at Co-op office. (2nd floor of the Daini Dining Hall) and receive a refund of your membership fee.
・If you are in the University dormitory, inform the dormitory office of your moving date.

Other things to do regarding your daily life

■Moving out
・Apartment:inform the landlord of your moving date.
・If you use a university guarantor system, inform International Student Welfare Team, Scholarships and Welfare Group of your leaving. Please see "Notice of Lease Termination".
・Contact your utility provider in advance to let them know the date you will be cancelling your service.
・Pay the due utility charges by convenience store payment or automatic bank withdrawal
・Clean your room thoroughly and dispose of any garbage at the specified area
・Be sure of the procedures for disposing large sized waste and specified kinds of home appliances (ex. fridge, TV, etc.)
Disposal of some items is not free and requires completing certain procedures in advance. Procedures differ by area of residence. Please check your area of residence’s official website to confirm the procedures and locations of where large sized waste can be disposed. For details, please see Garbage & Recycling
・Cancel your contract with the Internet service provider.

■At the Ward/City Office
・Submit a "Moving-Out Notification"
When you return to your country permanently, you will need to submit a "Moving-Out Notification". If you forget this, you will continue to be billed for National Health Insurance even after you return home. When the day your return has been decided, please bring proof of returning such as proof of an E-ticket or airline tickets to your ward/city office.
-What to bring: Resident card and National Health Insurance Card

Many city and ward office websites provide downloadable application forms. Some application forms are available in English. The application form and an identification document (such as a copy of the resident card) must be enclosed with the application. For details, please check the website of your municipality.
*If you have to settle your National Health Insurance (Kokumin Kenko Hoken) premium, you will need to visit the city/ward office to complete the procedures.
*If you move out of Japan (leave Japan), you cannot submit the application online (if you move within Japan, you can do so online.)

・Return your "Individual Number Card" (My Number Card) (Plastic card)
1) Those who return to your home country with no plan to return to Japan: Return your "Individual Number Card" at your local municipality.
2) Those who have a plan to return to Japan in the future: Your "Individual Number Card" will be returned with a stamp on the front side of your Card. So, please show your Card when you apply for residence registration at your local municipality in the future.
*About "Individual Number" : A 12-digit number called "Individual Number (or My Number)" is an important number which is valid throughout your entire life even after you return to your home country.

・National Health Insurance/Pension
If you registered in National Health Insurance, please complete cancellation procedures and return your health insurance card.
*It takes more time to complete the procedures for leaving Japan. In addition, the counter is very crowded during the peak period for leaving procedures. Please be prepared well in advance.

If you paid into the National Pension Plan, complete the procedures for withdrawing and for receiving the lump-sum withdrawal payment.
*Once you receive your payments, however, your coverage periods for the basis of the payments entitlement will no longer be valid to apply for other Japanese benefits. ■At the Immigration Services Bureau
You must submit a Notification of the accepting organization, such as "Leaving", "Transfer", "Left & Transfer" at the Immigration Bureau's application counter, by postal mail, or online.

■At the Airport
・Return your Resident Card to an Immigration Inspector

■Others
・Close your bank/postal savings account if you are no longer using it to make payments or receive income.If you will need to pay the final bills for your utility fees, telephone fees or credit card payment, the month after you plan to leave, do not cancel your account.
• Cancel your mobile phone contract.


■Regarding Application for Change of Status of Residence
Student->Temporary Visitor (Short-term Stay)
If you wish to stay in Japan after graduation for short period of time for preparation for leaving Japan, you are supposed to change your status of residence from Student to Temporary Visitor (Short-term Stay). However, please note that student whose period of stay is 1 year and 3 months or 2 year and 3 months, etc. (a certain number of year plus 3 months) cannot change your status to “Temporary Visitor” because his/her period of stay already contains the preparation period for departure (for 3 month).

Student->Designated Activities (types vary.)
・Those who wish to start or continue job hunting/entrepreneurial activities in Japan after graduation
・Those who wish to wish to stay in Japan until you enter graduate school in Japan (for those who wait for graduate school entrance.)
・Those who wish to stay until the start of work after you are offered a job (for those who have a gap period before they start working)
must change their visa status from "Student" to "Designated Activities" which is in accordance with the purpose of their stay in Japan.
